Can You Make a UTV Street Legal in California?

In California, off-highway vehicles (OHVs), including UTVs, can legally operate on designated public roads under specific conditions. These “OHV routes” must be clearly marked, and vehicles must meet state requirements, such as proper lighting, mirrors, a horn, and a license plate.

“An Off-Highway Motor Vehicle (OHMV), also commonly referred to as an off-highway vehicle (OHV), is any motor vehicle operated on publicly accessible lands, including registered highway vehicles. 

Any such motor vehicle that is not registered because it is to be operated exclusively off the highways is required to be issued and display an identification plate by the Department of Motor Vehicles (DMV),” California State Parks said.

In California, off-highway vehicles (OHVs), including UTVs, can be driven on certain public roads but only under specific conditions. California law allows OHVs to operate on public roads designated as “OHV routes” by local authorities. 

These routes must be clearly marked, and the vehicle must meet specific requirements, such as having proper lighting, mirrors, a horn, and a license plate.

UTV Use on Public Roads in California:

For an OHV to be driven on public roads in California, it must be registered with the California Department of Motor Vehicles (DMV) and meet specific equipment and safety standards, including compliance with the state’s emissions requirements. 

Simply registering a UTV out of state won’t meet California’s standards, as the vehicle must comply with the state’s unique regulations.

Unlike some states, where off-road vehicles are restricted from public roads, California offers clearer guidelines for OHV use—though it’s always important to check local ordinances to ensure you’re following the rules and using the designated routes.

For example, low-speed vehicles are limited to a maximum speed of 25 MPH, which is well below the typical capabilities of UTVs.

Nonresident OHV Use Permits

All vehicles operating off-highway on public lands in California must either be street-licensed or registered as an off-highway vehicle (OHV). A California Nonresident permit is required for purchase.

  1. If you are visiting California from another state and your vehicle does not have current registration from your home state, you must purchase a California Nonresident OHV Use Permit before recreating on public lands.

  3. Arizona street-licensed OHVs are also required to obtain a Nonresident Permit in order to recreate on public lands in California.
